The created date is the system timestamp for when the record is created. This will be translated to whatever timezone your user profile is set to.
We're not sure on what you mean on how to get this field as it is an option to include in your views, forms, and formulas. It is one of the last listed fields when creating a view. It can also be referenced in a calculated field by typing in the field name manually {Created}.
This latter step is required in order to use the Created date on a form as the system fields are not available to be placed on a form at this time. We recommend copying the created date into a calculated date field.
